Armed with engineering prowess coupled with administrative talents, Mr. Manmohan Singh can reflect upon a prolific 39-year infrastructure-focused career within the State Government of Punjab. His journey attaining increasing authority began in 1977 through roles across the Department of Local Government, culminating as Chief Engineer upon retirement in February 2016.
Eager to extend his legacy in infrastructure, Mr. Singh embarked on a 5-year tenure with Chandigarh’s prominent Punjab Infrastructure Regulatory Authority (PIRA). Bearing prestige likened to the Indian Administrative Services’ Financial Commissioner, he took on pivotal regulatory duties—most notably arbitrating disputes around complex public-private partnership infrastructure initiatives.
Having skillfully presided over arbitration matters for years, Mr. Singh has cultivated sufficient subject matter expertise to take on further high-profile arbitrator roles as needed on infrastructure undertakings or otherwise. As Mr. Singh charts the next phase of his career fueled by nearly 45 years in governmental roles, his recommendations and counsel remain coveted for their blend of engineering and administrative insight.
